About the role 

Perth Airport is undertaking a significant capital portfolio to support future growth and deliver safe, reliable and efficient airport operations. We are seeking an experienced Portfolio Change Manager to lead the people-side of change across our Capital Portfolio, shaping how new ways of working, systems, processes and organisational structures are designed, adopted and sustained. 

Working in close partnership with our Capital Portfolio Partner and key stakeholders across Projects and Planning, you will build a structured change approach that improves readiness, increases engagement, and reduces delivery risk. You will translate complex program activity into clear communications, practical transition plans and fit-for-purpose training, enabling teams to confidently move from project delivery into operational adoption, along with: 

  • Develop and deliver end-to-end change management plans for major capital works, including change strategy, integrated schedules, resourcing, and governance.
  • Identify, assess and actively manage change risks and dependencies, minimising impacts to program timelines, cost, safety, and quality.
  • Lead stakeholder engagement and change leadership across the business, building alignment with the Delivery Strategy and establishing strong sponsorship, buy-in and advocacy.
  • Conduct change impact and readiness assessments, translating findings into practical actions (e.g., transition plans, cutover activities, role impacts, and capability uplift).
  • Design and deliver fit-for-purpose communications and learning solutions that support adoption of new systems, processes, procedures and ways of working.
  • Partner with project teams to embed change activities into delivery, building trust, removing barriers, and supporting consistent outcomes across the portfolio.
  • Measure adoption and effectiveness of change initiatives, using feedback and data to refine plans and sustain improvements post-implementation.
  • Provide specialist coaching and advice on change methodology, tools and practices, lifting change maturity across a complex infrastructure environment.
  • Support portfolio delivery through hands-on change management across planning, design, construction and commissioning phases to enable operational handover and adoption.
  • Contribute to other portfolio priorities as reasonably directed by the leadership team.

About You 

You are a confident, outcomes-focused change leader who can operate in a complex program environment and bring people with you through ambiguity. You combine structured methodology with a practical, collaborative style, building strong relationships, tailoring your approach to different audiences, and ensuring change is embedded and sustained in operations. To be successful in this role, you will have: 

  • Tertiary qualification in Business, Organisational Development, Engineering, Project/Program Management (or similar), or equivalent demonstrated experience.
  • Significant change management experience, ideally in large-scale infrastructure/capital works or complex program environments, delivering measurable adoption outcomes.
  • Strong knowledge of change principles, tools and governance; certification (e.g., Prosci) is desirable.
  • Proven ability to lead and influence diverse stakeholders (frontline to executive), with clear, confident communication and strong relationship-building.
  • Strong analytical and planning capability, able to assess impacts/readiness, manage risk and dependencies, and translate complexity into practical transition, communication and training plans.
  • Comfortable working across delivery methodologies (Agile/Waterfall) and capital works lifecycle stages (planning, design, construction, commissioning and handover), balancing multiple priorities with a pragmatic, outcomes focus.
