Working with TZV means joining an organisation where your contribution makes a difference and where every initiative has a direct impact on the safety and wellbeing of Victorians.

Reporting to the Executive Director People & Culture, this senior leadership role shapes and delivers a workforce capability agenda that underpins the success of TZV’s strategy. The role leads the consolidation and delivery of enterprise-wide initiatives with a particular focus on learning and development, leadership, culture and talent management. You design, develop and embed frameworks and programs that are practical, measurable and outcomes focused, creating solutions that are not just strategic in nature but also meaningful and relevant to people leaders across the organisation. This includes strengthening existing leadership development programs, building sustainable talent pipelines and embedding enterprise learning solutions that are both contemporary and fit for purpose. In addition to leading a high performing team, you manage the capability budget, oversee procurement and vendor relationships, and ensure programs align with organisational transformation priorities. You balance setting direction with being hands on in delivery to ensure successful outcomes.

We are seeking seasoned practitioner in learning and development with a demonstrated record of success in building leadership and workforce capability within complex organisations. You bring strong experience in designing and delivering high quality leadership programs and talent initiatives, combined with the ability to integrate frameworks into solutions that deliver real value. Pragmatic and practical in your approach, you balance strategic oversight with hands on execution, ensuring that initiatives are not only well designed but also implemented effectively. With strong stakeholder management and influencing skills, you work confidently across all levels of the organisation, providing advice and direction. Importantly, you have the credibility to lead from the front, inspiring your team, building engagement and demonstrating impact. This is an exciting opportunity for an accomplished senior manager with “runs on the board” to shape the future of workforce capability at TZV and deliver programs and initiatives that strengthen the capacity of Victoria’s emergency services.
