About the role 

As the Technical Assessor you will provide support to the planning, prioritisation and cost analysis reporting of re-active requests and planned Civil works. Working closely with Civil Works Supervisors and the Civil Works Manager, the Assessor will help optimise delivery schedules, minimise backlogs, and drive proactive service planning to maintain public assets sustainably and provide genuine value to the community. 

Key Responsibilities: 

  • Receive, assess, and triage incoming civil works requests, ensuring suitability for the Civil Works team, or redirecting appropriately across Council departments.
  • Conduct on-site assessments and prepare complete Work Orders, including technical documentation like specifications, Safe Work Method Statements, TCPs, and design standards.
  • Generate accurate cost estimates and manage project tracking via the Maintenance Management System, prioritising jobs to maximise productivity, budget alignment, and value for money.
  • Monitor budget performance and KPI benchmarks, provide quality assurance on completed works, and submit reports comparing actual vs estimated costs, unit rates, and activity outcomes.

About You 

We are looking for someone with: 

  •  Minimum Certificate 4 in Civil Engineering, Local Government (Operational Works), Civil Works Construction / Maintenance, Quantity Surveyor / Estimate in Civil Works, Asset Management and Planning or related field.

  • Current NSW Driver's Licence (Class C).

  • 5 years’ experience in civil works construction and maintenance, specialising in cost estimation, work scheduling, and budget management, with proven ability to handle complex data and financial controls.
  • Previous relevant experience in all or some of the following or industry equivalent related areas: the construction and maintenance of footpaths, kerb and gutter, driveway crossings, road pavements, bridge works, stonework, stormwater drainage systems, footpath paving, road traffic facilities, Parks assets and streetscape works.

  • Demonstrated experience in preparing detailed scopes of work, estimating costs and resources, tracking expenditure and ensuring alignment with budgets.
  • Able to work autonomously while managing complex priorities and driving ongoing service quality. 
  • Proficient in Microsoft Office and other Council maintenance management systems. 
  • Strong verbal and written communication skills with the ability to build and maintain internal and external relationships.

This position is a Grade 9 in Council’s Salary Structure from $96,262 to $106,006 plus 12% superannuation.
